Build method

tectonic compiles main.tex (the Overleaf root) so the section renders in its real IEEEtran context with the real bibliography; the build is idempotent and sha-cached (docs/site/tools/build_paper.sh; inputs: main.tex, surgical-bench.tex, IEEEtran.cls, references.bib, figures/).
